Zoning Bylaw 1380 Proposed Housekeeping Amendments – Council directed staff to prepare the proposed amendment bylaw and bring to the March 8, 2021 Regular meeting for first and second reading. Amendments include changes to definitions, use of recreational vehicles, use of mobile vending units, height exemptions, floor area changes to secondary suites and carriage homes, required parking spaces, parcel line setbacks, permitted uses in the RM1s zone, adding bulk petroleum sales and storage, and permitting a café in the Oliver Tourism Association building.
2021 Property Tax Due Date – Council adopted the 2021 Property Tax due date of July 3rd with a 5% non-payment penalty, and an additional 5% non-payment penalty applied August 31st.
Irrigation Diversion and Start Dates for 2021 – the Canal Diversion and Irrigation Season start dates were set by Council as April 5th and April 9th respectively.
Council Procedure Amendment Bylaw – Council adopted the bylaw that introduces provision for Consent Agenda, and re-orders the proceedings and business by moving Delegations ahead of Water Matters. Additionally provision is made to allow Committee members to participate in meetings electronically.
2021 SILGA Resolutions – Council endorsed four resolutions, as noted below, for submission to SILGA for consideration at the upcoming Annual General Meeting the end of April 2021.

3. Residential Tenancy Act – Landlord Protection
4. Extreme Weather Response Shelters
Airport Runway Extension Award – Council awarded the Airport Runway Extension project that will increase the runway by 36 metres to meet current Transport Canada regulations to Mike Johnson Excavating for the project total of $80,398.50. This project will be undertaken and completed this Spring.
As part of Council’s 2020 Policy Review, the following policies were presented to Council for amendments or rescinding:
1. Fire Hydrant Servicing Policy – Council rescinded the policy. To meet the requirements of the BC Fire Code, an Administrative Policy has been developed for servicing and maintenance of public and private hydrants (on request and a cost recovery basis) to ensure functionality, effectiveness, and reduce the risk of contamination and/or damage to the community’s water infrastructure.
2. Violence in the Workplace Policy – Council rescinded the policy as an established program is in place under the Occupational Health & Safety program.
Mom Stop The Harm Resolution – Council chose to support a resolution that expresses drug poisoning deaths as a Canadian Public Health Emergency and directed staff to draft correspondence to the Federal Government.
