Any promotion will only be permitted where it could not be seen by youth.

I got this card in the mail – authorized by an agent of the Federal Government  – and that is Canada Post

Similar to Santa Claus is a real person so that mail is actually delivered to Santa.

Are any of these cards ever seen by children.. Yes.
