BACKGROUND
Council was presented with a petition from local residents requesting a walk-in medical clinic be provided to assist with the delivery of community medical services. Council met with local doctors and determined that development of a walk-in clinic had its challenges and limitations in that local doctor wouldn’t be able to adequately staff the new service. In the course of discussions with local doctors it was determined that a centralized medical facility may assist in attracting new physicians and develop services that would better service the needs of the community. Council directed administration to apply for a Rural Dividend Grant to assist in developing a feasibility study to assess the potential develop a community health center.
Administration successful applied for and received $100,000 in funding for the feasibility study project.
A committee was struck to guide the project that included the mayor, local doctors and a health care professional. A Request for Proposal was completed and 3 proposal were received for consideration.
The Goals of the Study included:
1. To complete a health services gap analysis in our community’s current health delivery system.
2. To determine if and/or how a centralized medical center delivering multidisciplinary services will assist addressing service gaps or increasing the efficiency of the current system.
3. To determine the potential services and service delivery participants interest in participating in a central health service delivery model.
4. To determine the feasibility of a central health services center including the physical makeup of the facility, construction costs and the operating costs.
5. To determine if a project of this nature can attract private sector investment for construction and operation or it must be developed by public funding with a cost recovery period identified or a 3P model.
6. To explore current health care funding programs that may assist in facility development.

1. Collier International ( Vancouver)- $85,200 plus $5,000 travel expenses- Ranked at 85/100
2. Cornerstone Planning ( Vancouver) Group- $107,415- Ranked at 57/100
3. Stantec Architecture (Calgary)- $104,596- Ranked 81/100
After careful review of the 3 proposals Administration is recommending that the proposal from Collier Iternational be accepted. The project cost is within the overall identified budget of $125,000, which is mde up of direct costs, venue rental, advertising and in kind costs of staff time.
