
Mayor Peter Waterman wants council to reconsider idea
For meeting Tuesday November 14th at 7pm
MOTION UNDER RECONSIDERATION:
That the Regional District of Okanagan Similkameen be informed that the District of Summerland Council is not interested in exploring the Summerland Landfill site for the proposed compost facility any further.
PURPOSE:
To reconsider a matter (RDOS Organic Composting Facility) which included a motion passed at the October 23, 2017 council meeting.
BACKGROUND and DISCUSSION:
Under Section 131(1), the Mayor may require council to reconsider and vote again on a matter that was subject of a vote. I am using my authority under this section of the Community Charter to bring the subject of the RDOS Organic Composting facility back to council for reconsideration as it is my opinion that debate of the issue included discussion that did not accurately reflect the RDOS request.
By passing the motion to reject, council denied the public due process of understanding the subject, both pros and cons. This Council has a solid history of wanting to understand an issue completely before rendering a decision. The motion totally denied the opportunity of a full understanding of the proposed project for all the citizens of Summerland. Council represents all interests in any subject of interest in the community.
On the above motion on October 23rd some of the debate revolved around the thought that Council had not received adequate information from the RDOS. The RDOS was following protocol in seeking the opportunity to get more information.
This begs the question of why the original motion was not entertained since its intent was to give the RDOS the ability to investigate the suitability of the site, and for the District of Summerland to engage in a public information and consultation process that would have provided a full understanding for both the public and Council.
