Alternative Approval Process is used by municipalities and Regional Districts to “get the approval” of landowners and tax-payers for certain new services being introduced.

Recently the RDOS passed a motion to use the AA Process  on a “Sustainable Conservation Program” costing $450 thousand.

Before it can be submitted to the public – it must be cleared by Victoria. In this case the BC Government is a bit fussy with the wording so it has to be re-drafted and passed again to make it clear what is the money to be used for.

Service – Bylaw 2690 Environmental Conservation (a change from sub-regional conservation fund)

Another matter is a business and economic growth  – 10 percent of the voters would be needed to stop this initiative in its tracks and force a referendum.

Service – Bylaw 2734 Regional Economic Development – Signatures of 7089 needed by October 17th to force a referendum

Lastly, the RDOS is pushing for a new Transit Service to cover the area – Osoyoos to Penticton. That idea must face the AAP test in the fall.

Service – Bylaw 2741 South Okanagan Transit System – Signatures of 1595 needed to stop this idea.

All these matters to be debated Thursday at the Regional District board table in Penticton.
