On Monday Oliver Town council will review a engineering report and discuss options to a very expensive fix – the Gallagher Lake Siphon Repair Project.
Recommendation: Approve $30 thousand for a consultant to review options and costs on fixing the broken and damaged irrigation syphon. Construction costs could have a dramatic impact on water rates.
The plan for the project could include a more realistic construction start period September 2017 with completion date in the spring of 2018.
That gives time for the study, selection of preferred option, costing and the bidding process along with assurances of funding from both federal and provincial sources.
True Engineering has given Town staff a list of options that could cost from a low of $4.5 million to more than $9 million dollars. Those options include a tunnel in the Gallagher Lake rock face, simple repair/replacement of siphon on current alignment, re-routing the alignment away from the lake or even crossing the lake.
Council will also discuss a second fund for a canal assessment (system wide) at cost of more than $100,000.
