Applicant Antonia Souto – 259 Rd 18 Proposed Development:
This application is seeking to attain the maximum parcel coverage for “all other buildings” in the Agriculture One (AG1) Zone from 3.0% to 3.31%, in order to construct a number new accessory structures.
Specifically, the applicant is proposing to develop a new “hay shed” that will have a floor area of 223 m2, a new “equipment shed” that will have a floor area of approximately 195 m2 and a new “horse riding arena” that will have a floor area of approximately 892 m2. It is also being proposed to remove an existing 26.8 m2 shed.
As a result of these proposed developments, in addition to existing development (which includes 5 horses sheds and a horse barn), the total parcel coverage of the property will be 1,612.8 m2 whereas the zoning only allows for 1462.2 m2 (a difference of approximately 150.6 m2).
The applicant has indicated that “the equipment shed is for farm use and will store farm equipment … the owner has a large amount of equipment for the farm and needs to be stored under cover.”
Site Context:
The subject property is approximately 4.874 hectares (ha) in area and is situated on the north side of Road 18 approximately 9 km south of Oliver and is bounded by a remnant oxbow along its eastern side boundary and the former Kettle Valley Railway (KVR) along its western side boundary.
The property is currently developed to a single detached dwelling and detached garage, an accessory mobile home, a number of sheds and a “horse barn”. The surrounding pattern of development is generally characterised by agricultural operations interspersed by occasional rural-residential uses.
Background:
The current boundaries of the subject property were created by a subdivision deposited at the Land Title Office in Kamloops on September 25, 1998, while available Regional District records do not indicate building permits being issued for structures that currently exist on the property.
