Note increase in Area C and Town of Oliver totals

Note that Summerland has two votes and spends  about $600 thousand
Oliver (Area C and Town) spends more than 2.7 million $ and gets the same number of votes on the 18 person board. Penticton gets 4 votes on the board and spends only $1.6 million.
