This reporting period encompasses the first three-month period of the calendar year 2015. The intent of this correspondence is to provide Mayor and Council with a brief overview of policing operations as they pertain to the Town of Oliver.
ANNUAL PERFORMANCE PLAN
Each R.C.M.P. Detachment is mandated to prepare an annual performance plan which addresses identified local policing priorities. These are identified through consultation with elected officials, senior staff members, Community Policing Advisory Committees and other stakeholders. As such, our 2014/15 plan focusses on the following issues:
1. Contribute to Safe Road
2. Reduce the Abuse of Drugs
3. Police/Community Relations – Police Visibility
4. Contribute to Safer Youth
5. Crime Reduction – Prolific Offender Management
6. Contribute to Safer, Healthier Aboriginal Communities

CONTRIBUTE TO SAFE ROADS
Oliver maintains regular Enforcement Night operations. There were 3 injury accidents this quarter within the Oliver Detachment boundaries.
Oliver Detachment members and local community support (Speed Watch) continue to effectively monitor local driving habits in sensitive areas. Local media continues to be invited to watch our Speed Watch program in progress in order to enhance public awareness with regard to our efforts to improve road safety. Oliver Detachment members are aware of the Alexa’s Team project and are supported in their efforts to be recognized for this annual award. It is expected that Oliver Detachment may be able to support two Alexa’s Team nominations this year thereby doubling previous annual nominations of one member.
REDUCE THE ABUSE OF DRUGS
Oliver Detachment continues to input information into the INTEL stream maintained by the local Crime Analyst and maintains a close relationship with the South Okanagan Regional GIS unit. Specific residences are monitored and all Crime Stoppers information is acted on in a timely fashion. Oliver RCMP had 1 drug trafficking first quarter.
POLICE/COMMUNITY RELATIONS – POLICE VISIBILITY
All community events are supported by members of the Detachment either through off duty participation or through dedicated patrols. Crime Stoppers is actively supported by the community and Detachment.
CONTRIBUTE TO SAFER YOUTH
To assist the Oliver Detachment in realizing the goal of Contributing to Safer Youth, three initiatives have been identified for 2014; continued support for the Restorative Justice Program, High Risk youth programming and ongoing support for the School Liaison Program. No Restorative Justice meetings were held during this reporting period and discussion with local representatives confirm that a more concerted effort will need to be made to reinvigorate this program at the community level.
CRIME REDUCTION – PROLIFIC OFFENDER MANAGEMENT (POM)
Prolific offenders are the small percentage of individuals who are responsible for a disproportionate amount of crime. The Prolific Offender Management (POM) program is based on an inter-agency collaborative effort involving Community Corrections, R.C.M.P., Crown Counsel, Ministry of Housing and Social Development, Correctional Services of Canada and the Ministry for Children and Family Development (Youth Services, Child Protection and Youth Probation). Protection of the community and reduction of recidivism are the guiding principles of this program, achieved by collaborative case management, consistent sharing of information amongst the program partners and engaging the offenders with community services to address their criminal behaviour.
CONTRIBUTE TO SAFER, HEALTHIER ABORIGINAL COMMUNITIES
The local Health Center monitors social issues and will share any concerns that need to be addressed with Cst. Susan HARPER and solutions are then explored. Cst HARPER continues to represent her efforts in this area through submission of monthly reports.
