1. Presentation by organizers of the Meadowlark Festival seeking a grant. Oliver contributes some part of a $2500 grant at the RDOS.
2. Motion to support SO MHA players from Oliver heading out to areas of the province for championship finals. $750 given with a request that Oliver Parks and Recreation consider matching that amount. The Town of Osoyoos has given $1500.
3. Discussion on what costs for a large new development on Meadows Drive. Planner and other staff indicated that since this is a strata development of 50+ homes – cost will be borne by the applicant. Other discussion of road dedications and pathway accesses to the river dyke with council concerns to be given to developer.
4. Discussion policy for grants in aide. Council has asked staff to amend the policy to allow for 2/3 of the annual budget line to be for structured requests and 1/3 for discretionary grants.
5. Water Start up in 2015 – canal diversion begins April 1 with official date of when orchardists can begin pumping April 9th.
Councillor Rick Machial indicated spring weather is 3 weeks ahead of schedule and early water would be desirable for frost protection.
6. 5 year financial plan given further readings but no final adoption. Budget calls for 11 million dollars worth of expenditures with 6.5 million$ of that for general government operations and capital. The remainder in self funding water and sewer utilities.
Councillor Larry Schwartzenberger pointed out that because of reserves and grants – only 12% of the money needed for this budget actually comes from taxes. An average home in Oliver valued at 295,834$ would have to pay only $13.10 more in 2015.
