Regional District Directors will hear a 90 minute report this morning on how the lack of funding may impact the future of Campbell Mtn. landfill:
Contribution to Reserves
For the last three years the Campbell Mountain Landfill has NOT taken in enough revenue to fund operations and contributions to reserves. As such, full contributions to reserves have not been made.
Here is a comparison of the actual 2013 Campbell Mountain Landfill Reserves with the required amounts estimated for closure:
CAMPBELL MTN LANDFILL
2013 Reserves for Closure
Capital Reserve
$417,000 on hand
$43 million needed
For development of next landfill
Environmental Reserve
$879,000 on hand
$7 million needed
A self-insurance reserve to mitigate environmental pollution risks
Closure Reserve
$5 million on hand
$17 million needed
Closure of Landfill, Landfill Gas construction, monitoring of landfill after closure, landfill gas operation after closure
According to a 2011 AECOM Life Cycle Cost Assessment, the earliest estimated closure of the Campbell Mountain Landfill is 2043. That leaves 30 years to acquire the approximately $60 Million in reserves required for closure. The majority of the reserves required would go to the development of a Capital Reserve to fund the creation of a new landfill after the Campbell Mountain Landfill is closed.
