Parole Board of Canada documents state that a 41 year old Osoyoos man will be released from a Federal Institute on the prairies Saturday on a Statutory Release after serving 2/3rds of his sentence.
It is a supervised release with conditions.
Donald Bryce Lyons is serving a first term of incarceration of 6 years on charges including possession of explosive substances, uttering threats to cause harm and conspiracy to traffic in controlled substances. The charges and conviction followed a large scale undercover police operation observing gang members and their affiliates.
Lyons was sentenced to six years for drug and weapons offences in 2009.
Parole documents indicate that Lyons was a member of the Independent Soldiers and associated with the Hell’s Angels in Kelowna. Those documents outline how there were fears for Lyon’s safety outside and inside prison because of gang activity.
However Lyons had led an exemplary jail life since 2009 which led to a first release.
In 2013 he was charged with other offences including assault and uttering threats while in a domestic situation.
Because of risk to society the Parole Board states:
“You are not to consume purchase or possess alcohol or drugs and not to associate with anyone involved in criminal activity, gang activity or the drug sub-culture. You may not possess more than one cell phone. All income to be reported to a parole supervisor. A curfew has been imposed. You are not to associate with anyone involved/connected to the charges you have been convicted of.”
Statutory release date – August 16 2014
Warrant expiry date – April 2 2015
