Deer Park Estates Zoning Bylaw Amendment:
Deer Park Estates is moving towards its final phase and the Amendment is to introduce site specific regulations for the subdivision of the remaining 30 parcels of land. Previous development history resulted in many amendment requests for reduction in set-backs, changes to ‘Buffer’ zones, siting variations of garbage and waste facilities and sundry other provisions on individual sites to allow development; the introduction of regulations endeavors to avoid the proliferation of such requests and enable completion of the final phase.
Discussion focused primarily on three lots which fall well within the 30 meter set-back along Vaseux Creek.
The APC recommends that the RDOS approve the subject development application provided that lots #3, 23 and 30 be excluded from the application.
Zoning Amendments for Agricultural Signage:
The issue of highway signage advertising agricultural products has been under review by the RDOS and enforcement of the Regional District’s Zoning Bylaws is ongoing. Other than specified sizes and concerns over visual obstruction for drivers on Hwy 97, the Bylaw allows sign only, advertising agricultural product, livestock, or product grown raised or produced on the farm. Third Party signs are not allowed.
The APC had previously submitted their comments and at that time recommended removal of all Third Party signs. Land owners who allow erection of third party signs on their property are fined on a daily basis according to the Area Director.
After considerable discussion the APC decided to repeat and submit their original motion to the RDOS and limit signs to one (1) freestanding sign, maximum area of 4.0 Meters Squared and 4.5 Meters high except where a fruit stand is so close to the Highway as to make one sign impractical.
