“Police do not lay charges in BC only crown does. We can only recommend charges to them. Hence the 30 year old suspect has not been charged but arrested / released by us. Bit confusing but he has not been charged until crown lays one in court.
He was arrested for possession of bomb making material s 82(1) CC and released on conditions.
During an investigation a person under the criminal code can be released on a promise to appear (PTA) and with conditions thru an undertaking (UTA). This person must abide by these conditions up to the time charges are laid and he appears in court.
While the person is on these conditions the investigation continues with all information sent to crown for their review and to advance / approve charges. If for some reason crown does not support charges the PTA and UTA are vacated and the person is no longer on these conditions.”
Was there a court appearance with a judge placing conditions?
“No. A person can be released by the officer in charge on conditions or in front of a justice / judge on conditions. In this situation he was released by officer.”

A second explosion near a Windsor Avenue home Friday afternoon (6th) – this courtesy of the RCMP’s bomb squad.
The Vancouver based unit was called to the area after police responded to what neighbours believe was a bomb that had been detonated in the back yard of the Windsor Avenue home Thursday (5th) afternoon.The blast damaged a fence and shrapnel hit a house, taking out a ground floor window.
“We evacuated the home at 225 Windsor and the neighbours surrounding them,” said RCMP Sgt. Kurt Lozinski.
“We secured off the residence and acquired the appropriate search warrants.”
Lozinski said the bomb disposal unit arrived Friday morning and have now “disposed of any other dangerous materials in the home.”
Lozinski said the home will now be secured to allow for RCMP members to do a thorough search of the residence.
The occupant of the home was taken into custody for questioning Thursday.
