The Town of Oliver (water utility) has agreed to do everything possible to supply water to Loose Bay at the top of Secrest Hill for use this summer.
Greg Norton of the Loose Bay Society says water is no long available from the source that supplied it in the past so a more permanent and “special” pipeline is needed.
Norton estimates that the group needs to raise about $46 thousand to install a 1.5 inch water line that is 3300 feet in length that must rise 400 feet to the campground. The water would be pumped up the hill.
The Town has agreed to get all necessary permits for the line that will be buried to the west of the paved road on MOTI right of way.
The proviso is that this is a stop gap measure and the ownership of all pipes from the water utility source should be transferred to the Regional District for a number of reasons:
1. This is a seasonal pipe for a campsite that operate less than six months.
2. The Loose Bay project is primarily a Regional District backed project for farm workers.
3. All the land involved is in rural area C.
4. All liability for the piping should not be borne by water utility rate payers.
5. This is not a water line to serve potable water to other consumers.
