The Board of Directors adopted Bylaw No. 2603, 2013, Electoral Area “D-2” Official Community Plan Bylaw. A review of the “D-2” Official Community Plan began in 2011 and was completed in the fall of 2013 which included an Official Community Plan Citizen’s Committee. During the review numerous methods were engaged to gather feedback from the public, special interest, the Province and other agencies. The amendments to the bylaw included significant policy changes such as new growth containment boundaries, new policy to protect the vacant industrial area within Okanagan Falls, new industrial development permit area and guidelines, new hillside/steep slope development permit areas and guidelines, and revised environmentally sensitive development permit areas.

The Board of Directors authorized the Chair and CAO to execute a Sewer and Water Agreement with Osoyoos Indian Band with respect to Gallagher Lake sewer and water service. The agreement sets out details of how Senkulmen Utilities Ltd., the Bands utility company will work with the RDOS to provide water and sewer services to be distributed to the community.

The Board of Directors adopted the 2014-2018 Five year Financial Plan. The plan was reviewed by RDOS management and the Board Budget Committee. The plan was presented to and reviewed with the member municipalities and most of the electoral areas over the last several weeks. The public consultation process was generally well received with no unresolved issues resulting.

Naramata Fire Department website, an expired domain address, is now employed by the owners of an adult website. RDOS staff have developed an issues management plan to proactively communicate the domain sniping and response to members of the fire department, the Naramata community, to other RDOS fire departments and recreations boards and to residents of the Regional District. A link on the RDOS website to the offending website was removed immediately upon notification. RDOS staff have reviewed other links attached on the organizations website to ensure their integrity. A review is being done with respect to the purchase of domain names similar to the organizations website to ensure this type of action can’t be repeated.
