The BC Utilities Commission, on January 2103, gave permission to FortisBC to implement a two tier rate system for electrical energy……….  the complaints have been over whelming.

“Since the introduction, the Commission has received a significant number of complaints” “certain action must be taken” – these are statements out of a BCUC order dated August 22nd, 2013 asking the electrical utility to report on the effects of this rate including data up to the end of July (a one year period since implementation).

Has this two tiered system resulted in a conservation of energy?

How has this system affected consumers who heat their homes with electrical energy and have no access to natural gas?

Is this system revenue neutral?

This report to the  Commission must be completed by October 31st.
