Decisions and Discussions at Oliver Town Council May 13, 2013
1. Council has reduced the amount on fine tickets when it comes to house numbering. If you receive a ticket and with 14 days you comply with the bylaw as written you can get a refund of 80% of the ticket price of $75. Mayor Ron Hovanes says the ship has left the port – house numbering must comply with the bylaw with no exceptions.
2. Council will proceed with paving the east hike and bike path awarding a $70 thousand paving contract to MacKinley-Clark Paving. The contract will include grading/grubbing surface. removal of excess organic material, replacing crush gravel and paving a 50mm thick asphalt surface 2.5 metres wide with a crush shoulder on each side. The town has received a grant in the amount of $152 thousand so more work could go into the south east pathway concept if tenure is agreed to by the Province.
3. Council will remove locators on Pedestrian walk buttons on two signal lights in Oliver where they had been located. Notice to the public was given about this suggestion and 3 replies were sent to the Town Office all agreeing with the decision. The locators were noisy and expensive to maintain.
4. A project to improve the door and entrance way at the Council Chambers building has been delayed due to lack of grant funding. Council has asked staff for a report on what can be done with limited funding and or finding monies within the budget so that some improvement can be completed as promised.
5. Ellcar Ventures (Hart Buckendahl and Bill Miller) have applied to vary a permit to allow for the construction of two buildings off Meadows Drive. This variance would allow the builders to reduce the number of stairs and stories and to market the multi-family housing near the river. Permission granted for two three-plex buildings at 6610 Meadows (two story cottage roof wood frame buildings with slab on grade).
6. Is roaming deer a problem in Oliver? Some say yes and some say no. Council heard from a BC Government biologist Brian Harris who brought advice on non-lethal ways of scaring off the deer in urban areas. A petition was presented to council by Rocky Moore and his neighbours in the Tuc-el-nuit Lake uplands for a deer cull. Council will consider its options at a future meeting.
