Results of deliberations at Oliver Town Council – Monday April 22, 2013
1. Council adopted a new Records Management Bylaw to upgrade the existing town law and bring into compliance with Community Charter
2. 2012 Financial Statements from auditors reviewed and received
3. Pedestrian signal locators – council has been persuaded that the cost of doing all signalled intersections is prohibitive and will likely revert back to a standard used by the provincial government for pedestrian buttons for intersection with signal lights. Two weeks of notice is being given to the population to express any concerns. The chirping and clicking sounds have been bothersome running 24 hours a day and often cannot be heard when traffic is heavy.
4. A committee has been formed to help staff with a Town promotion package that will be used to attract correction facility workers to Oliver. Councillor Doerr and Bennest to assist.
5. A committee has been formed to look into the possibility of a provincial “Open for Business Award” – Councillor Mattes and Mayor Hovanes will assist staff with this application.
6.Tax Exemption Bylaw 1328 was adopted – this bylaw designates certain areas of the town for tax incentives when constructing improvements to property.
7. Tax rates have not been established for 2013 – with the business/commercial multiple established on the same basis as the provincial average – when compared to residential. That ratio is 2.45 times the residential rate.
8. Oliver Curling Club – lease for the land for $1.00 extended for a further 5 years
9. Another bylaw officer has been appointed by the Town – Marie-Eva Roberge of Marshall Enforcement will be utilized to communicate with farm workers coming to Oliver for the picking season. She will communicate with RCMP and Town officials in an effort to reduce complaints similar to previous years.
