Town of Oliver
Council report of decisions and discussions:
1.Library Furnishings – ORL wants new front counter costing $10,000 with town budgeting $5500 in 2013 budget. RDOS requested to fund 45% of the cost.
2. Airport Service Contracts – 3Bar Consulting Group be contracted to complete an Operations Manual for the airport and the Paul Dumoret (3Bar Consulting Group et al) be hired on a personal service contract to manage the airport at an annual cost of $16,000
3.That the 2013 water capital budget be amended to utilize a projected surplus for an increased cost of one project (Hester Creek SCADA communications work) by $20,000
4.Council okayed a letter and agreement being sent to Interior Health stating the Town of Oliver will cooperate and join the Healthy Communities Iniative. There should be no cost to the agreement.
5. Three development permits were endorsed including a warehouse to be built on Station Street by Hart Buckendahl, a renovation on Main Street by Echlin Insurance and increased warehouse space in the industrial park by Burrowing Owl Vineyards.
6. New grant in aid policy adopted reducing the overall amount to .06% of previous year municipal tax revenue and streamlining the application process
7. All budgets: sewer, water and general were approved by council with staff indicating that on average – taxes will be reduced with no dipping into reserve to do that
8. On the Riverside Park Loop proposal made by Soder/Ross – council will agree to an application for land tenure once it has two things: a letter of intention from the Oliver Parks and Recreation Society on maintenance and a firm offer of the funds needed to complete the project from the Soder/Ross support group.
