Council Report – Town of Oliver
1. Council has approved a plan to supply water to hangars requesting such service at Oliver Airport. Plan includes a mutually agreed upon proposal for a community system that will be treated as a legal entity. Concerns expressed by council members on where that water goes and or septic fields will be considered at a later date when staff report to council.
2. Public Works staff and consulting engineer Terry Underwood informed council about the expense of increasing the amount of water available to landowners in or near system #7 of the Oliver Water Utility. System #7 is located near Road 18 and is the most southerly of the flume/ditch fueled irrigation areas. In the past few years many landowners have requested service but the Utility is unable to show that it has the capacity to supply those needs. Council resolved to not service any more land at this time and will seek further information on the availability of water flow capacity.
3. Council has renewed a policy on ice and snow clearing – bringing the language up to the present high standards of Public Works crews.
4. Councillors reviewed a report on a Soil Removal and Deposit Bylaw. Council will seek information from neighbouring municipalities as to how they deal with the large scale movement of soils outside of ALR designated areas. The proposed bylaw drafted after the movement of much soil in the Willowglen (87th) area last spring.
5. Council gave the go ahead to three capital projects prior to full approval of the 2012 budget. Those projects include:
a. $10,800.00 Tree Inventory/Health Project – outright removal of trees in the Town with the worst health condition and priority pruning and some replanting
b. $10,000.00 Water/Testing Repair Upgrades at PW building – thousands of new meters need to be tested in the future. This is a new area to be constructed to work on meters.
c. $15,500.00 Downtown Garbage Can Replacement Project – 8 more cans will be constructed locally by Munckhof Manufacturing.
