The following are highlights of the Regional District of Okanagan Similkameen held Thursday, November 3, 2011.
DEVELOPMENT SERVICES
TOWN OF OLIVER’S REGIONAL CONTEXT STATEMENT
The Town of Oliver has requested that the Regional Board accept their new ‘regional context statement’ to be included in the Town of Oliver’s Official Community Plan (OCP). The context statement will show how Oliver’s OCP supports and, as necessary, will be brought into consistency with the South Okanagan Regional Growth Strategy (RGS). The Board accepted the Town of Oliver’s ‘Regional Context Statement’.
WOOD CHIPPING IN ELECTORAL AREA ‘A’ Osoyoos
In 2011 functions contained in the Air Quality Program were distributed throughout the budgets for the Campbell Mountain, Okanagan Falls, Keremeos and Oliver Landfills. The largest of these functions is the on-site agricultural chipping pro-gram which the funds were distributed to the RDOS administered landfill budgets. The onsite chipping program will be made available for Electoral Area ‘A’ properties in 2011 and will be funded from the Refuse Disposal Budget for Electoral Area ‘A’.
OFFICE HOURS DURING THE CHRISTMAS HOLIDAY
The Regional District of Okanagan-Similkameen will be closed over the holidays from December 24, 2011, re-opening January 3, 2012.
CAMPBELL MOUNTAIN LANDFILL
The 2011 Solid Waste Management Plan (SWMP) contains recommendations on three types of reserving including capital, closure and environmental impairment. When the service was established in 1999, recommendations came forward for the three reserves to be established. Upon review of the reserve funds it has been determined that the bylaw was only adopted for the Capital Reserve Fund. The purpose of the Closure reserve is to allow for 25 years of post-closure monitoring and maintenance. The purpose of the Environmental Impairment reserve is to cover the costs of managing unforeseen environ-mental risks associated with the landfill. To bring the reserve funds into compliance, the Board adopted Bylaw 2578 and Bylaw 2579 which will establish the reserve funds for the Closure Plan and the Environmental Impairment.
OSOYOOS MUSEUM TEMPORARY BORROWING BYLAW
In 2011 a Loan Authorization Bylaw was adopted for the Osoyoos Museum Acquisition costs. The amount of the borrowing is $1,260,000. The contract of purchase and sale addendum conditions for the property have been met as of October 14, 2011. It is anticipated that the RDOS will be receiving the fully executed copy of the contract of purchase and sale addendum. This will make the offer firm and binding and the RDOS will be required to release the funds to the Seller. Bylaw No. 2580 Regional District of Okanagan Similkameen Temporary Borrowing Bylaw will secure short term borrowing through the Municipal Finance Authority (MFA) for the full amount. The temporary borrowing would then be converted to an MFA 20 year debenture during the spring borrowing intake. Bylaw 2580 was adopted by the RDOS Board.
